To turn Bluetooth on, there is a menu called Bluetooth from the Main menu on the NXT brick. Press dark gray button to move up the menus until you get to the top (before turning it off), then move sideways to get to Bluetooth menu.

There are other ways that require buying something else. You can get special sensor parts that will accept IR remote control, and even Playstation wireless controller, etc. but nothing good that is free that I know of.
